Air Permitting in the Steel Industry: Dodging Potholes in a Deteriorating Road

The author, calling on 45 years of experience, describes the steel industry’s dramatic progress controlling air pollution despite increasingly burdensome and questionable permit requirements. In the second part, the author recommends some practical ways to negotiate safer, less costly permits. He critically examines controversial permit issues such as mercury, control technology, emission limits and factors, PM2.5 and condensables, and continuous and preconstruction monitoring. The paper ends with the author’s modest suggestion how regulatory agencies could get back to the ideals of the Clean Air Act. |
