Blastr Green Steel Signs Land Use Agreement for Finnish Mill
05/14/2025 - Blastr Green Steel has signed a land use agreement with a Finnish municipality governing the construction of the startup’s steel mill and hydrogen production plant.
According to Blastr, the land use agreement and associated zoning plan enables construction of the facility and allows for other industrial activities alongside the steel mill, with the potential to utilize Blastr’s operational side streams.
“The development of the Joddböle industrial area is important to us and other actors in the area. We have cooperated in good faith, and I believe that together, we have created a solid foundation for the responsible and sustainable implementation of the project,” said Antti Kaikkonen, Blastr's country manager for Finland.
The agreement, which includes Blastr, the municipality of Inkoo, and other landowners in the industrial area, sets the allocation of costs for municipal structures related to the implementation of the zoning plan.
According to the land use agreement, Blastr and the landowners will contribute a total of EUR10.4 million to the Municipality of Inkoo's infrastructure costs, with Blastr contributing more than EUR6.5 million.
The funding covers, among other things, the development of municipal engineering, water management and traffic arrangements in the area.
With the agreement in hand, the project will move to the permitting phase, where Blastr will apply for environmental, water and building permits for the project.
