ArcelorMittal Confirms Intention to Build €1.2 Billion EAF in Dunkirk
05/15/2025 - ArcelorMittal, working closely with the French government, announced its confidence that all conditions will be in place soon after summer to relaunch its decarbonization plan which includes building a €1.2 billion electric arc furnace (EAF) in Dunkirk, France.
The company said that it delayed its European decarbonization projects due to the European steel industry facing its worst crisis since the financial crisis in 2009. However, with the European Commission’s Steel and Metal Action Plan announced in March 2025, they believe the European Commission will implement efficient trade and carbon border adjustment mechanisms (CBAM).
Beginning on 1 April 2025, the revised steel safeguard measures went into effect. The European steel industry now requires limitation of imports at 15% of market demand and CBAM that prevents resource shuffling, the company said.
The €1.2 billion EAF in Dunkirk, along with other recent investments including an additional €254 million in Dunkirk, €53 million in Fos and a new €500 million electric steels production unit under construction in Mardyck, totals an investment of €2 billion by ArcelorMittal to maintain steelmaking in France, the company reported.
