European Parliament Takes Measures to Safeguard EU Steel Market
05/21/2026 - The European Parliament announced it has passed legislation with the intent to protect the EU steel industry from a global steel surplus, scheduled to go into effect after current safeguards expire on 30 June 2026.
According to a press release from the European Parliament, the measures will lower import quotas, limiting tariff-free import volumes to 18.3 million metric tons annually. There will also be a 50% customs duty introduced to imports above that quota, applicable to other steel goods as well.
“Europe needs a strong and competitive steel industry built on trade, innovation and fair competition. Combating the negative trade effects of global overcapacity is essential,” said Karin Karlsbro, lead negotiator of the legislation.
The EU will also introduce a melt and pour rule for better traceability and less processing in other countries. The Commission said it will consider the origin of steel when assigning quotas.
