Hybar CEO Unveils US$1 Billion Rebar Production Expansion Plan
10/17/2025 - David Stickler, chief executive officer of Hybar LLC in Osceola, Ark., USA, announced plans for a US$1 billion second rebar facility, Hybar 2, as part of the US$3 billion he hopes to invest in Mississippi County in the next couple years, reported the Northwest Arkansas Democrat Gazette.
While Stickler has yet to formally sign off on the new project, the Arkansas Department of Energy and Environment’s Division of Environmental Quality has already approved a permit for the proposed facility, according to a report.
"I don't know whether we're going to do it or not, but I would certainly like to. I'm not committing to anything, but I'm letting people begin to know that something might be coming down the road,” said Stickler while accepting the 2025 Leadership in Free Enterprise Award by Economics Arkansas.
While plans for the facility have not been released to the public, the permit said Hybar 2 would be located west of the current steel rebar mill and be identical to the company’s original mill.
Stickler declined to elaborate on what the other US$2 billion would be used on, calling the project “less fully developed.” He went on to say more information would be publicly released in January 2026.
Stickler said his projects have represented about US$8 billion in investments over the last 12 years.
